MINDER WENSELIJKE BEZOEKERS
Bij het herontwerp en de heraanleg van de Nieuwe Tuin zijn de betonplaten en zitplekken in het midden van de tuin komen te vervallen. Eén van de redenen voor deze ingreep was de ontmoedigende hoeveelheid afval die rond deze zitplekken werd geproduceerd door “minder wenselijke bezoekers”. Of om die groep maar gewoon bij de naam te noemen: mensen met een verslavingsproblematiek. Van de aanwezige afvalbakken maakten deze bezoekers slechts spaarzaam gebruik. Door de zitplaatsen te schrappen werd gehoopt dat deze bezoekers naar elders zouden uitwijken – het bekende waterbedeffect maar dat terzijde.

Geconstateerd moet worden dat de Nieuwe Tuin in zijn huidige gedaante minder aantrekkingskracht uitoefent op mensen met een verslavingsproblematiek dan voorheen – maar helemaal verholpen is het probleem zeker nog niet. Elke maandag doe ik met een grijper en vuilniszak een zwerfafvalrondje door de tuin en vind daarbij tientallen attributen die wijzen op het gebruik van soft en hard drugs: plastic minigripzakjes, joint tubes, aanstekers, flapjes van vloeiverpakking, propjes aluminiumfolie en incidenteel (zoals vandaag) een injectiespuit met naald. Elke maandag ook raap ik wel een paar lege flessen (goedkope) whisky of cognac op. De concentratie van dit type zwerfafval is het hoogst langs de arcade – want dat is thans de enige plek waar nog een beetje fatsoenlijk gezeten kan worden. Let wel: natuurlijk zijn lang niet alle personen die onder de arcade zitten drugs- en alcoholgebruikers. Er zitten bijvoorbeeld ook regelmatig mensen die uitrusten van sport- en fitnessactiviteiten.

Een tweede plek waar elke maandag veel zwerfafval gevonden wordt is de strook langs de Jongkindstraat. Hier is het afval anders van samenstelling dan langs de arcade: meer lege fastfoodverpakkingen en drankenblikjes die vanuit geparkeerde auto’s de tuin in zijn geworpen en veel minder drugsattributen. De enige uitzondering daarop: ballonnetjes die gebruikt zijn voor lachgasconsumptie. Vroeger konden langs de Jongkindstraat ook veel lachgaspatronen worden opgeraapt maar tegenwoordig kopen de liefhebbers van lachgas het spul vooral in eenmalige, cilindervormige grootverpakkingen van ongeveer 0,6 kilo (1 liter vloeibaar gas). Zo’n lege bus of tank heb ik nog niet in de tuin gevonden…

LESS DESIRABLE VISITORS
During the redesign and redevelopment process of the New Garden it was decided that the concrete seating area in the middle of the garden would be deleted. One of the reasons behind this decision was the discouraging amount of litter in this area produced by “less desirable visitors”. Or to be more specific: people with addiction problems. Many of these visitors simply ignored the waste bins that were present in this area. By removing the seating area, it was hoped that this category of visitors would move elsewhere – the well-known waterbed effect, but so it be.

It seems that the New Garden in its current design is less attractive to people with addiction problems than before – but the problem has certainly not yet been completely solved. Every Monday I do a round of litter picking in the garden and each time I find dozens of soft and hard drug attributes: plastic mini-grip bags, joint tubes, lighters, flaps of rolling paper, wads of aluminium foil and incidentally (like today) a syringe with a needle. Every Monday I also pick up a few empty bottles of (cheap) whiskey or cognac. The concentration of this type of litter is highest along the arcade – because that is currently the only place where visitors can sit. Please note: of course not all people sitting under the arcade are drug and alcohol users. There are also regularly sitting people who are resting from sports and fitness activities.

A second place where a lot of litter can be found every Monday is the strip along the Jongkindstraat. Here the composition of the litter is very different from that along the arcade: more empty fast food containers and drink cans, thrown from parked cars into the garden, and far less drug attributes. The only exception to this: balloons used for recreational nitrous oxide consumption. In the past, many nitrous
oxide bulbs (whippets) could also be picked up along the Jongkindstraat, but nowadays the recreational users mainly buy the gas in single-use, cylindrical tanks of approximately 0.6 kilograms (containing 1 liter of liquid gas). I have not yet found such an empty tank in the garden…
